Government listens on EMA

Back in January, I spoke in a debate about the Government’s plans to abolish the Education Maintenance Allowance (EMA) – a payment to anyone aged 16-18 in full-time further education from a family with a household income of less than £30,810 (which is above the average household income) - and replace it with a Discretionary Learner Support Fund, saving several hundred million pounds.

I argued that whilst the Government was right to make some savings - there is evidence that many 16-18 year-olds would stay on in education even if they didn't receive EMA - and right to replace a flat-rate payment with a discretionary scheme that can take account of the actual costs individual young people face (a young person living in a remote rural area might have signficant travel costs that others don't face for example), it was cutting too far.

I am therefore delighted that the Government has listened to those concerns and doubled the proposed size of the Discretionary Learner Support Fund and also confirmed that those students who started a course last September will still receive EMA this September.
