Protection against big Council Tax increases

I have previously posted that I have been appointed to the Localism Bill Committee. This morning, we are going to be considering proposals to require councils to hold a binding referendum if they are planning a large increase in Council Tax. How useful would that have been back in 2003 when the then Labour-controlled Council increased our bills by 27% in one year...
